The CILSS (Permanent Interstates Committee for Drought Control in the Sahel) has three institutions:
The Executive Secretariat in Ouagadougou (Burkina Faso)
The AGRHYMET Regional Centre in Niamey (Niger)
The Sahel Institute (INSAH) in Bamako (Mali)

The Permanent Interstate Committee for Drought Control in the Sahel (CILSS) was created September 12, 1973 following the severe droughts that hit the Sahel in the 70s. The CILSS now comprises thirteen (13) states of which seven (7) Coastal States (Benin, Cote d'Ivoire, Gambia, Guinea, Guinea Bissau, Mauritania, Senegal, and Togo), four (4) landlocked States (Burkina Faso, Mali, Niger, Chad) and one (1) island state (Cape Verde).

The portal of CILSS initiatives in the field of climate change in West Africa aims to show the crucial role that plays the Inter-Governmental Organization in the field. Thus, the portal provides, among other, thematic articles, resource materials and databases, the ongoing or past field actions, training aspects, and many other topics related to climate change, with a focus on West Africa.

A particular emphasis was given to CILSS initiatives in the field of climate change namely the following projects:
•    FFEM/CC: Project for Integrating climate change adaptation in the agriculture and water sectors in West Africa,
•    GCCA: Global Climate Change Alliance
•    ACDI/CC: Support to climate change adaptation capacities for CILSS countries
•    AMESD: African Monitoring of Environment for Sustainable Development
•    ClimDev/ISACIP: Institutional Support for African Climate Institutions Project
•    PRGDT: Regional Programme for Sustainable Land Use Management and Adaptation to Climate Change in the Sahel and West Africa
